Toronto SEO publishes this guide and is one of the eight providers. Ottawa SEO shares founder Martin Vassilev with Toronto SEO (our about page names him as founder), so two entries are not independent. Capital AI is not affiliated with us. The order below is editorial, not a performance ranking. Full method at methodology and disclosure.

The short answer

Most "best agency" lists collapse very different businesses into a single ranked column. For a buyer, that hides the decision that actually matters: what kind of partner you need. Across these eight providers there are four shapes.

  • Search specialists
Toronto SEO and Ottawa SEO. Organic search and local visibility as the main product, with websites alongside.
  • AI-first
Capital AI. AI-answer visibility leads the offer, with SEO as a hybrid layer.
  • Search-led full service
seoplus+, Search Engine People and BlueHat Marketing. SEO and AI search sit beside paid ads, content, social and web.
  • Integrated or brand-led
dNovo Group (multi-channel lead generation for professional practices) and WebMarketers (strategy, web and video).

Pick the shape first. Then compare within it. Comparing a search specialist's retainer to a full-service agency's is comparing two different products.

Side-by-side comparison

Everything in this table comes from each provider's public pages, checked on Oct 6, 2026. "AI scope stated" means the reviewed page explicitly describes AI search, AEO or GEO work. It does not mean we verified the quality of that work.

Toronto versus Ottawa buying realities

This guide covers both cities because many Ontario businesses serve both. A GTA professional firm may open an Ottawa office, or an NCR organization may want Toronto reach. The two markets reward slightly different things.

Toronto local search is crowded. In most service categories, many competitors already have working Google Business Profiles, reviews and location pages. The leverage tends to come from technical quality, depth of content and neighbourhood-level relevance. Our local SEO page covers that work in detail.

Ottawa buyers more often need bilingual delivery, content that suits government-adjacent audiences, and partners comfortable with procurement paperwork. Three providers here mention bilingual work in reviewed material: Capital AI (web builds on request), BlueHat (English and French delivery) and, in its service footprint, seoplus+ as an Ottawa-headquartered firm serving national clients. If French matters, ask for French samples, not a promise.

The eight agency profiles

Grouped by shape, in editorial order. Each profile states what the provider says, where we could not confirm something, and the two questions we would put in writing before signing.

Toronto SEO

Toronto (publisher of this guide)
Disclosure: Publisher of this guide and an included provider.

We publish this guide, so read this profile as a self-description rather than an assessment. Toronto SEO's service pages describe a search-only shop: local SEO, technical SEO, audits, content marketing, Google Business Profile, ecommerce and enterprise SEO, with custom web design offered as a companion to SEO rather than a standalone line.

Our FAQ states that answer engine optimization is treated as a core deliverable rather than an upsell, and that the program is run by an in-house team. We do not run paid media or social, so a buyer who wants one vendor for ads and organic should look elsewhere on this list.

Ottawa
Disclosure: Shares founder Martin Vassilev with Toronto SEO per public sources. Not independent of the publisher.

Ottawa SEO is related to the publisher: Martin Vassilev founded Toronto SEO, as our about page states, and public sources name him as Ottawa SEO's founder too. Weigh this entry accordingly, and treat it as a disclosed sibling rather than a neutral pick.

The reviewed homepage lists local SEO, Google Business Profile, technical SEO, content marketing and custom websites. It is one of only two providers here that publishes package figures, and the packages are shaped around a website build: a one-time site, a site-plus-SEO bundle with setup fee, or SEO on its own. The extracted text does not state a currency, so confirm whether those figures are Canadian dollars before comparing them to anything else in this guide.

Pricing status
Published figures (currency not stated): website $5,000 one-time; website + SEO $1,500/mo + $5,000 setup; SEO only $2,500/mo
Questions to put in writing
  • Confirm currency, contract length and what the setup fee covers.
  • Ask whether AI-answer visibility is in scope or a separate conversation.

Capital AI

AI scope stated
Ottawa / National Capital Region

Capital AI is the most AI-first provider on this list. Its homepage leads with AI visibility and AI citation optimization for Ottawa and the National Capital Region, then offers an SEO + AI hybrid and a full retainer. Bilingual web builds are available on request, which matters for federal-adjacent and Quebec-facing organizations.

Two cautions. The site states that named, documented outcomes are coming soon, so there is no public evidence base to evaluate yet; and an AI-first framing makes it more important, not less, to agree in writing how citation visibility will be sampled and reported. The free 15-minute audit is a low-cost way to test how they think.

No fees published on reviewed homepage; free 15-minute audit offered
Questions to put in writing
  • Ask for a sample AI-visibility report and the prompt set behind it.
  • Ask what the hybrid tier includes that the AI-only tier does not.

seoplus+

AI scope stated
Ottawa head office; serves Toronto, Vancouver, Canada and USA

seoplus+ lists its head office in Ottawa and says it serves Ottawa, Toronto, Vancouver and the US, with segments for local, ecommerce, SaaS and national SEO. Its SEO page names three packages: a phased-approach SEO program, a GEO program aimed at ChatGPT, Claude, Gemini and Perplexity, and SEO Lite for smaller budgets.

The most useful thing on its site for a buyer is a written seven-step process, from an audit that looks at how search and generative engines currently reference the brand, through keyword and competitive research, an optimization sprint, and ongoing technical and content work. That gives you something concrete to hold a proposal against.

Pricing status
Pricing page exists; confirm figures by written quote
Questions to put in writing
  • Ask which of the seven steps are in month one versus later.
  • Ask how GEO work differs in deliverables from the phased SEO program.

Search Engine People

AI scope stated
Canada (location to confirm)

Search Engine People positions itself as an SEO agency for Google and AI search, with a separate AI SEO service covering ChatGPT, Gemini and Google AI Overviews. Around that sit SEM/PPC, social, video and programmatic, web design and creative, and content produced by in-house writers. It describes itself as a Google Premier Partner.

The breadth is the point: this is a fit if you want organic and paid search planned together and measured on revenue. The trade-off to probe is focus. Ask how SEO and AI SEO budgets are protected when paid media is in the same retainer.

Questions to put in writing
  • Ask how organic and paid reporting are reconciled.
  • Ask who writes content and how subject-matter review works.

dNovo Group

AI scope stated
Toronto

dNovo Group is the most vertically focused provider here. Its homepage speaks almost entirely to law firms, medical and dental practices and home-improvement businesses, and pitches integrated client-acquisition systems rather than isolated services: local and organic search, AI search, paid ads on Google and Meta, and presence on Reddit and Quora, tied together with lead-tracking dashboards.

Two policies stand out and are worth confirming in writing: no long-term contracts, and a one-client-per-niche, per-region model that keeps direct competitors out. For a Toronto firm in a crowded practice area, that exclusivity can matter more than any single tactic.

Questions to put in writing
  • Ask how 'region' is defined for exclusivity.
  • Ask how qualified leads are defined in their dashboard.

BlueHat Marketing

AI scope stated
Canada and USA (offices to confirm)

BlueHat Marketing has the widest AI menu of the group. Beyond SEO tiers from local through international and hybrid, it lists AI Optimization (GEO) with AI visibility audits and llms.txt, plus AI chatbots and agents, business automation, AI content and video, and predictive lead scoring. Bilingual English and French delivery is mentioned repeatedly.

It offers a free 15-point audit covering rankings, Core Web Vitals and AI visibility, and states it does not use annual contracts. Breadth cuts both ways: if you only need search, make sure the proposal does not drift into chatbot and automation scope you did not ask for.

Pricing status

Questions to put in writing
  • Ask for the audit deliverable before any call.

WebMarketers

Confirm AI scope
Ottawa area (confirm)

WebMarketers describes itself as a full-service agency with an engineering approach, organized around four practices: marketing strategy, digital marketing, video and animation, and website design. Its work leans toward brand and funnel building, with SaaS and Ottawa-area brands in its portfolio.

Its digital marketing page explicitly lists SEO, content, conversion optimization and data analytics and reporting. It mentions AI as a research aid, but we could not verify any specific AI citation or GEO delivery, so it is marked accordingly in the table. Ask directly if AI-answer visibility is on your brief. It is the natural pick here when the site, the video and the marketing plan all need doing at once.

One concrete term worth confirming: its material indicates most contracts run 12 months, with month-to-month arrangements on 60 days' notice. Check the current terms in your own proposal.

Questions to put in writing
  • Ask whether AI-answer visibility is offered and how it is measured.
  • Ask how SEO is staffed inside the digital marketing practice.

Five decision criteria that matter

  • 1. Service shape matches the problem
If leads are leaking from a slow site, a search specialist with technical depth beats a full-service shop. If you need paid and organic planned together, a single-vendor model saves coordination cost.
  • 2. Named people, not a team page
Ask who writes, who does technical work, and who you speak to monthly. Senior sales with junior delivery is common across the industry.
  • 3. AI search is described as deliverables
Look for specifics: entity and schema work, content restructuring, prompt sets, sampling cadence. 'We optimize for ChatGPT' alone is not a scope.
  • 4. Contract terms you can leave
dNovo and BlueHat both state they avoid long or annual contracts. Whoever you pick, get the notice period and data-ownership terms in writing.
  • 5. Evidence you can verify
Agency homepages mix case studies, ratings and growth claims. Ask for a reference you can call in your own industry. We did not verify any provider's published results, so neither should you without checking.

What AI citation reporting can and cannot show

Six of these eight providers describe AI search work. Before you pay for it, understand what a report can honestly prove.

An AI visibility report is a sample, not a scoreboard. Ask how the sample was drawn before you read the number.

— Toronto SEO editorial position
  • Answers are not stable
The same question can return different sources across sessions, locations, model versions and small changes in wording. A single screenshot proves very little.
  • Prompt sets decide the result
A vendor choosing its own prompts can make visibility look strong. Agree the prompt list with them, include competitor-neutral wording, and keep it fixed between reports.
  • Mentions are not clicks
Being cited in an AI answer does not guarantee traffic, and most platforms share little referral data. Pair citation sampling with analytics and lead-source tracking.
  • Attribution is partial
Organic, AI and brand demand overlap. Be wary of any report that credits all lead growth to AI visibility.

For the mechanics behind citation selection, see Google AI Overviews in 2026 and our ChatGPT, Perplexity and Gemini comparison.

Proposal checklist

Send this list to every agency on your shortlist and compare answers side by side. A proposal that cannot answer most of these is not ready to sign.

  1. 01Monthly fee, currency, taxes and any setup fee
  2. 02Minimum term, notice period and exit terms
  3. 03Named strategist and who does the hands-on work
  4. 04Deliverables per month: pages, fixes, content, links
  5. 05Whether AI search work is included or separate
  6. 06The fixed prompt set used for AI visibility sampling
  7. 07Report cadence and the three metrics they lead with
  8. 08Access: you own Analytics, Search Console, GBP and content
  9. 09What happens to content and accounts if you leave
  10. 10One reference client in your industry you can call
  11. 11Bilingual capability, with samples if relevant
  12. 12What they will not do, and what they would refer out

Methodology and disclosure

The eight providers were selected by our editorial team as a cross-section of Toronto and Ottawa options covering search specialists, AI-first, full-service and integrated models. It is not a complete market list. If you want a broader Toronto-only roundup, see our Toronto agencies overview.

  • Each provider's homepage or main service page was checked on October 6, 2026. Screenshots were captured the same day; the Toronto SEO image is a preview of our own homepage.
  • We included only service descriptions stated on those pages and our own service pages. We excluded review ratings, client counts, growth percentages and case-study outcomes because we did not verify them.
  • Prices are reported only where published, with currency noted when unstated. Everything else is quote-based.
  • Toronto SEO is the publisher and an included provider. Ottawa SEO shares a founder with Toronto SEO per public sources. No provider paid for inclusion, and Capital AI is not affiliated with Toronto SEO.
  • This guide was compiled with AI assistance from public sources. We did not test any provider's services or run campaigns with them.
  • Providers may update their sites at any time. If something here is out of date, contact us and we will correct it.
