How ChatGPT Search actually picks citations
ChatGPT Search is a retrieval-augmented system. When a user asks a question, the model first issues one or more web queries (primarily through Bing's index plus a set of licensed publisher feeds), then re-ranks the returned passages using its own relevance model, then synthesizes an answer with inline citations to the passages it relied on most heavily.
The re-ranking step is where most pages lose. The model has a strong preference for passages that contain the answer in self-contained, factually dense form — a single paragraph that names the entity, gives the specific value, and provides minimal context. Pages that bury the answer in narrative or split it across multiple sections are rarely cited even when they rank in the top five on Bing.
